What is the MPLAD Scheme or Sansad Nidhi Yojna?

The MPLAD or Sansad Nidhi Yojna was launched in the year 1993. It was launched to enable Members of Parliament to do development works in their constituencies with emphasis on the locally felt need such as primary education, drinking water, public health, sanitation, proper roads, etc. During the initial phase, the scheme was under the control of the Ministry of Rural Development and Planning, and later on, it was transferred to the Ministry of Statistics & Programme Implementation.

Under this scheme, Member of the Parliament has the choice to suggest to the District Collector for works up to the amount of Rs.5 Crores per annum to be done in his/her constituency. The aim to implement this MPLAD scheme was to push decentralization across the country.

  • Members of the Rajya Sabha can recommend works in or more districts in the state from where he/she has been elected.
  • The Nominated Members of the Lok Sabha and Rajya Sabha can select any one or more districts from any one state in the country for implementation of their choice of work under the scheme. 

Types of projects fall under the MPLAD Scheme?

Parliament recommends MPs to do development works in their constituencies with emphasis on the locally felt need such as primary education, drinking water, public health, sanitation, proper roads, etc.

According to the Guidelines published by the Ministry of Statistics and Programme Implementation in June 2016, it is mentioned that the MPLAD or Sansad Nidhi Yojna Funds can also be used for the implementation of several schemes run by the GOI such as Sugamya Bharat Abhiyan (Accessible India Campaign), Swachh Bharat Abhiyan, conservation of water through rainwater harvesting and Sansad Aadarsh Gram Yojana, etc.

Why the MPLAD or Sansad Nidhi Yojna funds has been suspended for 2 years?

Due to the outbreak of the disease, the government of India has decided to suspend the MPLAD funds for 2020 & 2021 i.e. for two years. The total amount saved from these funds will be transferred to the consolidated fund of India that is being used to combat the virus. The Union Government will also be using this fund to buy essential medical equipments like thermometers, PPE kits (personal protective equipment), thermal scanners, ventilators, testing kits, etc.
