Study Notes on Regulatory bodies in Higher Education

The Indian Council of Historical Research (ICHR)

  • It is an autonomous body of the Ministry of Education.
  • It provides financial assistance to historians and scholars through grants, fellowships, and symposia.
  • Its headquarter is in Delhi, with regional centers in Pune (Maharashtra), Bengaluru (Karnataka), and Guwahati (Assam).
  • Its first chairman was the historian Ram Sharan Sharma.
  • ICHR is funded by grants-in-aid received from the Department of Higher Education, Ministry of Human Resource Development. It also receives funds from the various state governments of India and other Ministries of the government of India.

Objective

  • It brings historians together and provides a forum for exchanging views between them.
  • It gives a national direction to scientific and objective history writing to interpret history rationally.
  • It accelerates, coordinates,s and promotes research in history with special emphasis on areas that have not received adequate attention.

All India Council for Technical Education (AICTE)

  • It is a statutory body.
  • It is a national-level council for technical education, under the Department of Higher Education, Ministry of Education.
  • It was established in November 1945, first as an advisory body.
  • Later in 1987, AICTE was given statutory status by an Act of Parliament.
  • AICTE is responsible for the proper planning and coordinated development of India's technical education and management education system.
  • The AICTE has its new headquarters building in Delhi.
  • It has regional offices at Kanpur, Chandigarh, Gurgaon, Mumbai, Bhopal, Vadodara, Kolkata, Guwahati, Bangalore, Hyderabad, Chennai, and Thiruvananthapuram.

Objectives

  • Its objective is planning, formulation, and maintenance of standards and norms, quality assurance through accreditation.
  • It funds in areas, monitoring, and evaluation them.

Indian Council of Social Science Research (ICSSR)

  • It is the national body overseeing research in the social sciences in India.
  • It was established in New Delhi in 1969.

Indian Council of Philosophical Research (ICPR)

  • It was established in March 1977 under the Department of Higher Education and Ministry of Human Resource Development.
  • It was established as an Apex Level Body under the society's registration Act 1860.
  • The council formally became active in July 1981, with Prof. D.P. Chattopadyaya as the first chairperson.
  • Its headquarter is in New Delhi.

Objective

  • Review, coordinate and promote research between Indian philosophers and international philosophical institutes.
  • Regularly advise the Govt. of India on all such matters pertaining to teaching and research in Philosophy.

Council of Architecture

  • The Council of Architecture (COA) is a statutory body.
  • The Government of India constituted it under the Architects Act, 1972, enacted by the Parliament of India, which came into force on 1 September 1972.
  • The Act provides for registration of Architects, standards of education, recognized qualifications, and standards of practice to be complied with by the practicing architects.
  • The Council of Architecture is responsible for regulating the education and practice of profession throughout India besides maintaining the register of architects.

UGC

  • The University Grants Commission of India (UGC India) is a statutory body set up by the Government of India according to the UGC Act 1956.
  • It is under the Ministry of Education.
  • It is charged with coordination, maintenance, and determination of higher education standards.
  • The headquarters are in New Delhi, and it has six regional centers in Pune, Bhopal, Kolkata, Hyderabad, Guwahati, and Bangalore.
  • A proposal to replace it with another new regulatory body called HECI is under consideration by the Government of India.
